War Budget

I saw this article last night, and was a bit shocked. I mean, I knew that we put a lot of resources into our wars, but $1.756 trillion? Isn't that a little absurd when we seem to always be in some sort of debt?
I think that this money, although important, should be delegated to other areas of our society. Such as providing extra law enforcement officers in areas where there is a lot of violence, or facilitating the purchase of top-of-the-line textbooks for schools who really need it. 
With this much money, we could actually give every person in the world $249. This would feed a lot of people for almost half of the year and sustain livelihood for them and their families.

What do you guys think? Should so much money and resources be going towards our constant war effort, or should it be delegated elsewhere?
